How bad does a crime have to be for New Zealand Police to issue a wanted poster?

I don't want to dob a guy in if it's for non-payment of fines, but if he's wanted for a violent or sexual crime, I wouldn't want to leave him out in the community and risk others.

3. Dude, these days if throw gum on the ground you will be shot in NZ. It is one of those monstrous countries now, since being traumatised with LOTR.
4. I'd ask this in the NZ Answers forum, where someone might actually know the answer. I've pasted the link.
5. I don't think NZ has an answers page of its own, -hence asking it on the open forum, and hoping to get a kiwi answer
