Can the police really take control of a civilian car to catch a suspect?

Are police officers allowed to "hijack" a civilian car to chase after a suspect like in the movies/tv?

In the US: no, it's a violation of the search and seizure protection in the US Constitution if opening any car in an attempt to capture a suspect were allowed, a police officer could search / seize any vehicle at any time and say it was "part of the operation" and this is the opposite of what the Constitution promotes in practicality, it is not all about one officer (like in the movies) and other officers are called from other districts to apprehend the suspect

  3. It is allowed but avoided due to liability issues. Commandeering is something that took place in Louisianna during Hurricane Katrina.......Many vehicles were commandeered from dealerships and from bus garages to ATTEMPT some order and for transportation
  4. I would have to say yes, they are allowed to take control of a civilians vehicle if they need a vehicle (if theirs is out of commission) to chase a suspect.

I would say, and this is only an educated guess, that they have the right to do that only if they believe that someone is in immediate danger of being harmed or killed by the suspect and even then it is highly unlikely they would do so as they could either just radio it in or have their own cruiser or both.
