How can you make custom cars for Need for Speed Most Wanted?

I was wondering if there is a way to make custom cars for Need for Speed: Most Wanted or Need For Speed: Carbon? What I really want is a police cruiser. So I was just wondering if there is a way to do this for the Ps2 version of the game.
